Combine the water, kosher salt, peppercorns, and garlic cloves in an 8" square baking dish. Stir until the salt dissolves in the water.
Add the chicken breasts and let them sit for 30 minutes.
Preheat the oven to 450 degrees.
Coat a baking dish with cooking spray.
Rinse the chicken breasts, pat them dry with paper towels, and season both sides with garlic powder, paprika, sea salt, and freshly cracked pepper to taste.
Place the chicken in the baking dish and bake for 20-25 minutes, or until it reaches an internal temperature of 165 degrees.
Remove from the oven and let it rest for 5-7 minutes. Slice and serve. Enjoy.
