Combine the soy sauce, water, rice vinegar, green onions, toasted sesame oil, brown sugar, minced garlic, ginger, and sriracha sauce in a small bowl or glass jar; whisk until well combined.
Cover and set aside for at least 30 minutes for the flavors to mingle. Whisk very well right before serving.
