Bring water to a simmer in a large skillet over medium heat. Add broccoli florets; cook, covered, until bright green, 2-3 minutes.
Stir in the olive oil, minced garlic, sea salt & freshly cracked pepper, to taste, and crushed red pepper flakes. Cook, stirring often, for 2 minutes, or until crisp-tender.
Remove the skillet from heat; stir in vinegar, then mix until evenly coated.
Pour into a serving bowl. Serve immediately. Enjoy.
